We are concerned about the position revealed in para.l of TUR. It is essential that the US offtake of Vietnamese refugees from Hong Kong be maintained at a high level if any real reduction in the numbers there is to be achieved. We therefore place great importance on the American programme.

Please now therefore approach both Ambassador Palmeiri and Newsom as suggested in para.5 of TUR, drawing on that telegram and my Saving telnos 1 and 2 to Bonn.
