DISCUSSIONS ON UN MATTERS WITH THE NORWEGIAN POLITICAL DIRECTOR
1.
On 18 April, Lord N Gordon Lennox and Mr Simpson-Orlebar will be having talks with Messrs Christiansen and Morkved of the Norwegian MFA. The agenda will consist of an exchange of views on UN institutional questions, in particular the proposed enlargement of the Security Council, composition of UN organs and the Secretariat, budgetary issues and rationalisation of UN proecedures. This will be followed by a discussion on Indo-China (concentrating on Cambodia recognition/aid matters and Vietnamese refugees).
2. Briefing of all these subjects was recently prepared when Lord N Gordon Lennox and Mr Simpson-Orlebar held bilateral discussions in five Far Eastern capitals during March.
There is therefore no need for the preparation of new briefs, but I should be grateful to receive by 4.00 pm on Monday 14 April a list of supplementary points to make and defensive points designed with the Norwegians specifically in mind. If there are none, please confirm which of the talking points in the earlier round of briefing can be used on this occasion.
