1. In his letter of 15 May to Donald Murray, copied to you, Murray MacLehose asked whether the Secretary of State would feel able to give Herr Genscher a piece of paper urging him to take more Vietnamese refugees from Hong Kong.
2. I see merit in our trying to keep the Germans up to the mark by taking as many Vietnamese refugees from Hong Kong as possible, but before raising this with Lord Carrington I should be grateful for your views on German attitudes towards these refugees and for any information which you have about the worthy intentions of the MPs mentioned in paragraph 2 of the Governor's letter.
