Miss Lee then came to the Embassy and called on me and
the Ambassador. I am sure that all those who received Dr Stumpf and Miss Lee found their presentation of the problems which you face in Hong Kong interesting and informative; but as we would have expected none gave any indication of any change in or opposition to the Swedish Government's line that the UNHCR should select the refugees which Sweden is to accept in the forthcoming year. The likely quota is 1250 i.e. the same as last year. As you know, we lobbied the Swedes last year to take refugees from Hong Kong and were advised then to direct our efforts towards UNHCR and not the Swedish Government. It is difficult to say how much of the Swedish line derives from a desire to shelter behind UNHCR and how much from a genuine feeling that the Swedes themselves are not best placed to decide which refugees they should take. In any case they will almost certainly continue to stick to this approach. It would have been too much to hope that Dr. Stumpf and Miss Lee's visit would make an immediate impact either in terms of policy or media coverage. We hope, however, that Dr Stumpf and Miss Lee will have left Sweden with an understanding of Swedish policy and that the contacts they met will bear Hong Kong's interest in mind when looking at refugee questions. They expressed themselves well content with the reception they had received here, and said they would send us a copy of the relevant sections of their report in due
course.
