VIETNAMESE REFUGEES

1. Many thanks for your letter of 24 May. You will since have seen a copy of my minute of 28 May (I enclose a further copy for convenience) which answers to some extent your query (Hong Kong tel no 11 to Bonn) about the impact of the visit here by Dr Stumpf and Miss Lee.

2. There is no doubt that the MTA were impressed by the presentation nade by Dr Stumpf and Miss Lee; and this should further encourage the Dutch along the course they now at last geom set to pursue of taking some Vietnamese refugees from Hong Kong. de Graaf was particularly interested in the offer made by Dr Stumpf and Miss Lee to arrange for Dutch to be taught to Vietnamese refugees prospectively selected for settlement in the Netherlands. As you will have seen, de Graaf undertook to inform the Government of Hong Kong through the Netherland Consul- General of the decision the Dutch Government came to about their 1980 refugee quota. We shall also follow up here.

To have not, I fear, been able to trace any media coverage in the Netherlands: Dr Stumpf and Miss Lee were hore for a short time only and the arrangements for their visit (other then their call at the MFA) were not made by us. Indeed, we had some dif- ficulty in tracking down the organisation locking after them. Nevertheless we have no doubt that they made as favourable on impact as they could in the circumstances on Netherlands officiel and Parliamentary opinion. In the latter connection I should record that I went to a cocktail party given in Miss Lee's honour by Peter ven Vliet, Head of the Southern African Department at the MEA.

van Vliet vas born in Hong Kong and has known Miss Dee since childhood. He had taken the trouble to invite a number of members of the Second Chauber from both the present coalition perties; and she spent some time talking to them individually. This too should have a useful effect.
