As a result
it will not be easy for the Federal Authorities, however sympathetic they may be, to negotiate an increase in the quota. But this need not, I think, deter us from having a go at them to do so.

The three members of the Bundestag mentioned in Murray MacLehose's letter of 15 May are the experts on Humanitarian Aid in their respective parties; Herr Möllemann is Chairman of the Bundestag's Sub-Committee on Humanitarian Assistance. In view of para 2 above, I find it difficult to advise on whether Dr Meinecke's recommendation for an increase in the quota will succeed. I understand that neither Herr Köster or Herr Möllemann mentioned anything as specific as this to Dr Stumpf. On the other hand, it was Herr Köster who first suggested the idea of a British Minister talking to a German Minister and Dr Meinecke, I gather supported the idea. Provided that our own record is good enough, it might therefore be worth a try.
