we should do what we can to keep the Germans up to the mark. My staff have been plugging away at them for the last 12 months or so and, provided that we can show that our record, taken over South-East Asia as a whole, is at least as good as and preferably better than the FRG's, an approach at the political level would certainly do no harm.
