b) Accompanied by Mr. Hervey of the British Embassy we met Mr. de

Graaff, Deputy Chief, General Affairs Division, Ministry of

Foreign Affairs.

Dutch government now considering 1980 quota probably in the

region of 1,000. Government now awaiting UNHCR recommendations

regarding numbers and from which country refugees to be taken.

Mr. de Graaff stated that his government always accepted UNHCR

recommendations which in the past by-passed Hong Kong. If the

UNHCR this time should include Hong Kong his government will act accordingly. Quota of 1,000 includes individual asylum seekers.

They already accepted 400 family reunion cases outside of quota;

70 of these will come from Hong Kong.

All present were impressed by Hong Kong's many problem and assured

Miss Lee that Hong Kong's case will be strongly presented at an

interdepartmental meeting on May 28. On this occasion Mr. de

Graaff confirmed that UNHCR will recommend to his government a

quota for Hong Kong.
