create sufficient political motivation for Mr. Genscher to do
something about Hong Kong. He, and later Dr. Meinecke (SPD),
strongly suggested that Lord Carrington may approach Mr. Genscher
to ask him to assist Hong Kong which is the next of kin to the
U.K.
Without such a move, he sees little hope for any special assistance to Hong Kong although he personally is very impressed
by what Government and the Voluntary Agencies are doing for the
refugees. Hong Kong, he says, deserves attention and special
consideration. This is the time for action and I am here at the
right moment, he thinks. In this matter, he works closely with
colleagues from the SPD. There are no political differences of
opinion.

Meeting with Dr. R. Meinecke MdB (SPD) SPD Obmann
Bundestag Unterausschuss fuer Humanitäre Hilfe, and 4 members of
Dr. Meinecke is a very dynamic person who has been
in Hong Kong. He is a well-known physician in Hamburg and is fully
convinced that something ought to be done about Hong Kong. His
Committee is preparing a move in this direction. He will bring it
to the attention of the SPD Fraktionsausschuss on May 31, supporting
Mr. Schumann, Hamburg. He says, he will talk to the Bundeskanzler
and Willy Brandt. Like Mr. Köster he suggests that Lord Carrington
approaches Mr. Genscher to give special consideration to Hong Kong,
which Germany has neglected, in spite of its excellent performance,
willingness to take all and the fair treatment accorded to the
refugees.
He will also talk to the SPD leaders in the Laender-Regierungen which
are often the bottle neck when it comes to quota increases. I told
him that all Laender I have visited now and last year are not opposed. He stated that one is enough to boykot any progress (I believe he
meant Bayern). He added that the German Consul-General of Hong Kong
is conservative and not helpful in getting a better deal for Hong Kong.
He then invited me to attend die europaeische Arbeitskonferenz "Praktizierte Humanitas: Weltproblem Fluechtlinge eine europaeische
Herausforderung Fragen der Koordination nationaler und internationaler
Flüchtlingshilfe" from May 30 to June 1 at the Volkshochschule,
