You asked about recent German action on this. The situation is that legislation is being brought in at the federal level to close a loophole in the Basic Law which is currently being exploited by immigrants seeking asylum as political refugees. It does not appear that this will affect, one way or the other, Vietnamese refugees from Hong Kong and elsewhere.
