We understand that the FRG quota for Vietnamese refugees has been increased by 6,000 to 26,000. However, the FRG Consul-General here believes that of the new quota 4,000 places will go to cover refugees rescued at sea (principally by the Cap Anamur operating out of Singapore) and 2,000 for family reunion cases. We should be grateful to knew whether this is indeed how the new quota will be used. If so, it would mean that very few refugees would be taken (as family reunion cases) from Hong Kong. Grateful also to know if any action has been taken following our telno 807 to FCO of 26 June (copied to you).
