might have entered Hong Kong illegally from China.

We have received some applications for family reunion visas on behalf
of refugees held in detention in Hong Kong.
Where the relationship is
sufficiently close to warrant the authorisation of a visa we do so,
copying our authorisation both to Hong Kong and Peking; if the refugees
in question are subsequently returned to China they may then take
advantage of the visa from there.
The United Kingdon selection process
The first exercise in "on the spot" selection and processing for hitet
Kingdom resettlement took place in February 1979, shortly after the
1,500 quota was agreed to.
With the announcement of the 10,000 quota
in the summer of 1979 such visits have become a regular feature.
