1. We have received the attached telegram from Le Van Thong, evidently an American citizen, appealing for the release of his sister and her family who, he says, are boat refugees in detention in Hong Kong since September 1979. There is no address on it to which we can reply. I hope I may leave it to your office to take any appropriate action.
