It was helpful, the other day, to have the opportunity of bringing you up to date on the handling of the Vietnamese refugee quota from Hong Kong.
We spoke about the possible terms of a reply to the Hong Kong Telegram No 180 of 31 January (paragraph 4 of which referred to the relatively slow off-take in January and February). I have since discussed this with our Deputy Secretary, Philip Woodfield. He feels that we ought to defer any substantive reply until the Chairman of the Joint Committee on Refugees from Vietnam (Sir Arthur Peterson) has had a chance to assess the situation and to decide what action may be required. In the meantime, I wonder if it would be possible simply to tell Hong Kong that we are assessing the situation and that we will let them have a considered view as soon as possible.
