1. When the Malaysian Foreign Minister called on the Secretary of State this morning they talked mainly about Cambodia, bet briefly touched on the question of Vietnamese refugees.

2. The Secretary of State asked Tengku kithauddeen what the latest position was on arrivals of boat people. Kithauddeen said that these were continuing to run for Malaysia at a relatively modest level (500-700 per month). There had, however developed a new phenomenon in the form of the bicycle people who were fleeing from Vietnam to Thailand overland via Cambodia. This was an interesting development but the numbers remained comparatively small.

3. The Secretary of State drew attention to the continued pressure in and on Hong Kong which still harboured getting on for 40,000 refugees and where departures still out-number new arrivals, but no long by all that much.
