The Counsellor at the Portuguese Embassy called on me today on instructions to ask that we should do everything we could to ensure that a favourable response was made by the Government of Hong Kong to a request from the UN High Commissioner for Refugees, due to be made shortly, that Hong Kong should receive 2,000 refugees now at Macao. The pressures on Macao were insupportable, 600 refugees having been received in the last few days, bringing the total now there to 4,613. The Portuguese view was that Hong Kong was much better placed to deal with the influx. It was noted that, during the past few months, Hong Kong had managed to ''process on'' 30,000 whilst Macao had only managed 500.
It was hoped that those concerned would take note of the fact that in 1978 Macao had taken 866 refugees from Hong Kong when the latter was pressed. I undertook to pass on these representations. I said that I knew very little about the matter but was aware of the fact that Hong Kong itself was under great pressure over refugees, that we had made representations to the Portuguese Government in the recent past about refugees being redirected from Hong Kong to Macao. I could give no undertaking that a favourable response would be possible.
2. I should be grateful if you would take any necessary action and would in due course let Mr Machado have some sort of reply. But, if it is for SEAD or UND to take action, would you please arrange for the appropriate one to do so.
