-The Home Office are, as you know, doing

their best to improve our own rate of resettlement.

But there is no prospect of a major increase in the

near future. In the circumstances I think that the

best we can do with the Germans and other resettlement

countries is to continue the official level lobbying

which Oliver Wright and others are pursuing, with

encouragement of the efforts of people like Stumpf >

who can be pretty effective. This does not mean,

of course, that we might not want to advise the

Secretary of State to intervene later on, but we shall

have to choose our timing carefully and be sure that

we are in a strong position.
