The Governor asked Dr MacGuigan for his impressions of the Thai/Kampuchean border conflict and Dr MacGuigan said
that he felt that the Vietnamese incursion into Thailand
was to seal the border to prevent reentry of Khmer Rouge from
Thailand. He agreed that the boat refugees and latterly developments in Kampuchea and on the Thai/Kampuchean border had consolidated ASEAN. Dr MacGuigan said that the Singaporean
Prime Minister had said that Prince Sihanouk was the key to
any future political settlement; the Prince as figure head with Mr Sun San as the organising brain.

Dr Wilson noted that the Russians had recently
cut food aid to Cambodia and had difficulty in meeting Vietnamese
demands for economic aid.
Canadian exports to Hong Kong

The Governor suggested to Dr MacGuigan that
Canadian businessmen might find it profitable to pay more attention to the Hong Kong market in its own right and as a platform for trading with China and the West Pacific area.
