1. Contrary to the indication in UND's Call for Briefs of 14 August (IOC(80)152 – not to all) it has been agreed that this department, rather than UND(B), ODA, should coordinate briefing on Item 78, the report of the UN High Commissioner for Refugees.

On past form, it is likely that this item will be taken in the 3rd Committee around the beginning of November. The High Commissioner's report is unlikely to be available until after

the UNHCR Executive Committee meeting in Geneva, 4-16 October. Last year, briefing on refugees was delayed until that time, with the result that a great deal of material had to be prepared at the last minute and sent, unnecessarily, by telegram. order to avoid a repetition this year (and ease the burden on my successor) I would hope that we could provide New York with most of the necessary background briefing by the start of the General Assembly. Updating as necessary could then take place at the end of October when the results of the Executive Committee are known. I hope that much of this could be done in the form of reporting from UKMis Geneva.

3. I would accordingly be grateful if recipients of this minute could let me have draft briefs as indicated in the attached list by close of play on 8 September. They should be as short as possible in the following form:

a)

UK aims a very short and clear statement of UK aims and interests.

b) Points to Make this should list the main points or themes we need to get across in the debate.

c) Tactics - this should con ad guidance departments consider essential, including lobbying Cany cases, of course, tactical decisions are este o the delegation in the light of prevailing circumstances)

full to allow a newcomer to operate effectively.
