1. I attach a copy of a letter to Christian Aid from the Hong Kong Commissioner in London.
2. As you will see BCAR are also pressing for English teach- ing for Vietnamese refugees in Hong Kong who are to settle here. If BCAR's contention that this shortens the refugees stamp in camps here and thus increases throughput is correct, there would seem to be considerable justification for funding this teaching.
3. As you know, Hong Kong are also pressing us on this and I should be grateful to know whether you are able to provide any funds for the British Council scheme.
