ANNUAL GENERAL MEETING OF THE PRITISH COUNCIL FOR AID TO REFUGEES SPEECH BY MINISTER OF STATE 24 MARCH 1980
I attach the latest draft of a speech to be delivered by our Minister of State (Mr Timothy Raison) at the AGM of BCAR next Monday. This latest (and almost final) draft already incorporates material previously discussed with other Departments. but I should be grateful for any observations on it before it is submitted to the Minister. Mr Raison's office would like the speech in the course of tomorrow morning (19 March). If you have any comments (or a nil retum), therefore, perhaps you could let me have them by phone in the course of today or, if absolutely unavoidable, first thing tomorrow morning.
