obligation to refer. You will also be aware that we have
extended recognition as Convention refugees in appropriate cases
to Commonwealth citizens.
I understand that the staff of B.C.A.R. itself and of some of its
constituent members have frequent contact with the Refugee Unit
in the Home Office, I am happy that such contact exists, that
it is cordial and, I hope, useful to the individual refugee and
I very much hope such co-operation will continue.
In recent months, apart from the very large influx of Vietnamese
boat people, most refugees accepted for resettlement here have
come from Iran and Ethiopia. This illustrates how the
priorities are bound to change from time to time and our policy
priorities must aim to meet a changed need.
Many of these recent cases must also have come under B.C.A.R.'s care and they are an illustration of the considerable breadth of B.C.A.R.'s work. It is easy to forget the continuing needs of
