You also may like to see the attached copy of Mr Clift's minute of 7 November with the enclosed record of Sir Murray MacLehose's discussion with the Home Secretary. Of particular concern to us are paras 6 and 10 of the record of discussion.

The refugees from Vietnam are of course a factor in the increased immigration figures and are quoted by Mr Raison as a reason for refusing to increase the quota for UKPH from India. A commitment to accept more refugees from Vietnam (which can include once the 'refugee' gets here, the acceptance of numerous relatives still in Vietnam) will presumably make the Home Office still more resolute in their refusal to increase the Indian UKPH quota: Given a choice between taking Vietnamese refugees from Hong Kong and more UKPH from India, it may be that the FCO interest is better served by choosing the former - albeit that the latter actually hold British passports. I think it unfortunate however that submissions on the Vietnamese refugees do not recognise the fact that in pressing for the acceptance of more Vietnam refugees, we are helping to frustrate another FCO interest in regard to UKPH in India.
