5. I have now learned that Mr Hartling, the United Nations High
Commissioner for Refugees, will be here from 8 to 10 December and will
be meeting the Prime Minister, the Secretary of State and a Home Office
UKMIS Geneva have advised that one subject which Mr Hartling
may raise is an additional UK quota for Indo-Chinese refugees (UKMIS

6. A brief for the Prime Minister on this issue will therefore be
I suggest that the line recommended for her to take with
Mr Hartling should be that the matter of an additional quota will be
given careful consideration but that no decision has yet been taken,
that Mr Hartling's view will be taken into account but that there are
very real practical objections to a new quota.
7. Since the Governor is unaware of the details of Mr Hartling's
visit, he should be told about them and the possible consequences of
the visit for the tactics the Home Secretary and the Secretary of State
agreed with him during his recent visit to London.
