NEW UK QUOTA: LETTER FROM US
1. The United States Secretary of State has written
to Lord Carrington asking for continued British assist-.
ance with the Vietnamese refugee programme. I submit
a draft reply along lines already agreed. The Home
Office and HKGD concur.
BACKGROUND
2.
The problems are summarised in my submission of
30 October. The matter was discussed between Lord
Carrington and the Home Secretary on 5 November and
Mr Whitelaw wrote to Lord Carrington on 15 November.
A further letter was sent from HKGD on 28 November.
3. The Governor has accepted that the prospects of
a new British quota are not bright and has urged that,
in these circumstances, a decision should be delayed
possibl
