UK Quota: Vietnamese Refugees

Further to our discussion when you were here about the UK quota you should know that the US Consulate General (and also the Canadian Commission) noted at a recent meeting at the working level, convened recently by UNHCR that no decision had yet been announced on a new UK quota. These meetings are held periodically to look at re settlement prospects in the following 6 months. My Branch is represented. The next meeting is scheduled for the end of January.

A further piece of information emerged that the US refugee programme is subject to review in mid fiscal year, i. e. March 1981. Concern is being expressed in Washington over the drop in the proportion of refugees from southeast Asia taken by countries other than the United States. The point was made that a decision on the UK quota would be an important factor in the March 1981 review. The timing of the review could be rather awkward for us unless the Americans were prepared to accept a formulation to the effect that a decision was being deferred until after Lord Carrington's visit here.
We can discuss this when I am in London at the beginning of January, but I thought you would wish to have this information.
