Hong Kong (Homosexuality Laws)
• Mr. Canavan asked the Lord Privy Seal whether the Governor of Hong Kong has received any representations to bring the law on homosexuality in Hong Kong into line with that in the United King- dom; if he is satisfied that the present law does not pose security risks for certain public employees of homosexual tenden- cies; and whether any changes in the law are contemplated.

Mr. Blaker: Representations were received by the Governor of Hong Kong in July 1979 from the Movement for Homosexual Reform in Hong Kong and in 1980 from the Scottish Homosexual Rights Group. The possibility of a review of the law on homosexuality including any security aspects is under consideration.
Vietnamese Boat People
• Dr. Edmund Marshall asked the Lord Privy Seal how many Vietnamese boat people are still in Hong Kong.
Mr. Blaker: There were 40,788 Viet- namese refugees in Hong Kong on 7 May, of whom 351 had arrived in the preceding month.
UNIFIL (South Lebanon)
• Mr. Hooley asked the Lord Privy Seal what destruction of UNIFIL equipment has occurred in the current year through attacks by the militia under. Major Haddad in South Lebanon; and who will bear the cost of replacing this equipment.
Mr. Hurd: Damage and losses of UNIFIL equipment this year.. so far amount to an estimated US $545,000 to $645.000. This covers damage to (a) four Italian helicopters, (b) helicopter com- munication equipment, (c) headquarters buildings at Naqura, and (d) damage to and theft of miscellaneous items of equipment such as radios, vehicles, bin- oculars and weapons. An account of how this damage was sustained is con- tained in the United Nations Secretary General's special report of 11 April and his statement of 13 April, copies of which are being placed in the Library of the House. The cost is met from the United Nations budget.

35. Mr. Beith asked the Secretary of State for Industry whether any salary or fees will be paid to the chairman or other members of the committee which is to review the performance of Mr. Ian MacGregor and the amounts to be paid to Lazard Frères; and what the total cost will be to public funds of this committee.
Sir Keith Joseph: It is not intended that the chairman or members of the review committee will receive any salary, but it may be that certain of them will receive fees. The Department of Industry has agreed to pay the reasonable fees of United Kingdom-resident members of the committee and the reasonable expenses incurred by the members of the committee in attending meetings. No estimate has been made of the likely total cost to
public funds of this committee.
Mr. Arthur Lewis asked the Secretary of State for Industry to what extent he discussed with the trades unions in the industry the appointment of the new chairman of the British Steel Corporation board.
Sir Keith Joseph: Mr. Sirs, chairman of the TUC steel committee and general secretary of the ISTC, was told on 27 Feb. ruary that I would welcome any sugges- tions he might have about possible can- didates, and on 11 March that I would be content to discuss with him the question of the chairmanship in general terms. Mr. Sirs replied on 23 April, by which time negotiations for the appointment of Mr. MacGregor were almost complete.
