Furthermore, many employers provide their workers with free transportation, subsidized meals or food allowances, good attendance bonuses, as well as a Chinese New Year bonus of one month's pay.

Labour Relations

The Labour Relations Service of the Labour Department promotes hormonious labour relations and provides a conciliation service in labour disputes. In 1979 the Service handled 11,156 disputes; the majority were resolved whilst the rest were referred either to the Labour Tribunal or, in the case of insolvency of employers, to the Legal Aid Department.

Employment Services

The Local Employment Service provides a free placement service for job-seekers and prospective employers. During 1979 22,362 placements were arranged.

The Overseas Employment Service attests contracts of employment.for workers going overseas. The Commissioner for Labour is empowered to refuse to attest any contract if he is satisfied that its terms do not adequately protect the worker's interests. The number of workers holding attested contracts who went overseas for employment in 1979 was 847.

The Youth Employment, advisory bervice provides careers guidance to school leavers. Careers talks, seminars, film or. slide presensations, discussions and exhibitions cre organised for students in schools and young people at community centres. Pamphlets covering a wide range of careers and occupations, as well as a bi-monthly newsletter, are distributed widely.

Industrial Safety and Health

Responsibility for the registration and inspection of factories rests with the Factory Inspectorate. The latter also gives advice and assistance to factory managements on the prevention of industrial accidents and the promotion of industrial safety, and conducts training courses on safety. The Factory Inspectorate is being expanded to cope with an enlarged advisory, publicity and enforcement programme.
