Explanatory Memorandum
The purpose of the amendment in clause 2 is
to extend the application of the Employment Ordinance to
a higher wage earning class of non-manual employees.
Section 4(2)(a) of the principal Ordinance is amended by
raising the wage ceiling from $3,500 to $6,000 per month,
and as a result of the amendment non-manual employees
whose wages do not exceed $6,000 per month will be
brought within the scope of the Ordinance.

Clause 3 makes a corresponding amendment to
section 31(2) of the principal Ordinance (which provides
for severance payments).

To enable the wage ceilings in sections 4(2)(a)
and 316(2) to be reviewed and amended from time to time,
the new section in clause 4 provides for the amendments
to be made by the Legislative Council by resolution.

The enactment of this 3ill will not result in
any additional expenditure of public funds or Public
Service staffing requirements.
