Great Significance

Cathay Pacific has been successful in its fight for the right to operate the Hong Kong to London air route.

Most of the credits for CPA's success should go to the media in Hong Kong. It is heard that at the beginning, the media were even more concerned about the CPA case than the authorities.

In effect, the introduction of an additional air service by CPA will not benefit the local public much. However, relations between Hong Kong and Britain will hence be greatly improved. We can take the CPA case as a start and continue to make efforts so as to gradually change our position. We are no longer the "chips" at the negotiating table where we are always the loser and Britain the winner.

It goes without saying that the best solution is one that will benefit both Britain and Hong Kong. The permission for CPA to share the Hong Kong-London route with three British airlines serves as a good example of mutual benefits for Britain and Hong Kong.

In previous negotiations, Britain was more or less in a commanding position and Hong Kong, as a rule, ended up as a loser. One important factor for the success this time may have been the fact that there were fewer Government officials involved in the fight and therefore fewer snags.

People in industrial and commercial sectors should learn from this experience and should not underestimate their own powers. Once there are obstructions from other countries, they should stand on firm grounds and speak out immediately. They should come forward themselves instead of depending on Government officials as they themselves will be the ultimate beneficiaries or victims.

The confidence of the Press in Hong Kong should also be boosted by this incident. They should from now on be more vocal in the interests of Hong Kong and build up a foundation for Hong Kong's right to speak out.

Although many people are worried about the future of Hong Kong 17 years from now, as long as Hong Kong gradually builds up its position and sets its course, it will continue to work miracles for itself.
