During your visit to Hong Kong you made to

me certain informal suggestions regarding the BCARFE post. I said I would consider them and let you have our reaction.

I have now discussed your ideas with Brian Keep (Director of Civil Aviation) and Malcolm Alexander (Director of Marine).

As far as civil aviation is concerned, Brian is satisfied with the present arrangement whereby BCARFE lives in Hong Kong but has his responsibilities outside it. Under this formula, the Hong Kong Government retains its direct access to DOT in London. intermediary in Hong Kong would confuse matters, particularly in the important area of ASA negotiations. So if BCARFE is to continue, from the civil aviation point of view we would like it to be on the same terms as now (and if possible to be filled by someone with Graeme's tact).

On the shipping side, Malcolm puts up similar arguments in, the context of his Department's correspondence with DOT. Hong Kong should be seen to have an autonomous port. As regards the specific task you had in mind for the re-vamped BCARFE, successive Directors of Marine have built up good relations with Hong Kong shipowners, both on an informal level and on a more formal basis via membership of the boards and

He thinks that committees that advise on marine matters. for someone from DOT to be stationed here to deal direct with shipowners would confuse the relationships which he and his predecessors have carefully built up. suggestion is that if you do on occasions want to deal more directly with Hong Kong shipowners rather than through the Marine Department in Hong Kong, you could do so via their London offices.
