You wrote to me on 17 March to request an urgent review of the air transport licensing system and regulations applicable in Hong Kong. I am sure you will recognise that this is no small matter, and that the Foreign and Commonwealth Secretary would be more directly involved than myself in undertaking such a review.
At this stage, therefore, I can say no more than that your request is being studied by the two Departments; and that I or an FCO Minister will write to you as soon as something definite can be suid.
I am copying this letter to Lord Carrington.
