Nevertheless, in all the circumstances, it does seem to me and to the Chamber that the decision is eminently unfair and should be corrected without delay, allowing CPA the right to establish a route to what is, after all, the constitutional mother country. Any other decision, I believe, will be deeply resented in Hong Kong and will certainly damage the existing excellent Hong Kong relations with Britain.
