1. General Chamber of Commerce and the Chairman of the Trade Development Council. The originals have gone direct to the Secretary of State for Trade.
I enclose copies of letters from the Hong Kong (Pl. draft).
2. I also enclose a copy of a letter addressed to me by the Chairman of the Hong Kong and Shanghai Bank, and also a speech made by the Senior Member of the Legislative Council, Mr Oswald Cheung, on March 27. I leave it to you whether you wish to bring these to the attention of the Department of Trade.

3. They all illustrate what a very unpleasant backlash this decision has provoked, and I am all too conscious of the fact that unless reversed it may spill over into other issues.
4. I certainly think that the Department of Industry should be aware of some of the implications.
