I agree with this advice and with the suggested points to make, though the Minister of State may think it best to play any readiness to help with a light touch. John and Adrian Swire will know they are talking to friends. What really concerns me is the awkwardness if a press leak occurs in Hong Kong to the effect that the Minister of State expressed readiness to help. This is why the fifth talking point is important; and HKGD will be briefing News Department accordingly.
