Your letter goes on to make some very serious
allegations about the conduct of the Hong Kong Government.

seem to me entirely reasonable that the Hong Kong Government
should have views on the nature of the air services which
would best serve the interests of the territory as a whole
and it would hardly be satisfactory if these could not
be taken into account at some stage in the licensing pro-
cedure. The Hong Kong Government has no appellate
avoid involveme function which would require it to maintain impartiality]
until the case comes before it.
It can therefore quite
properly make representations to the Authority in the
course of a hearing. It should be noted that the
regulations do not provide any other way in which the Hong
Kong Government can makes its views know, ie there is
no power to issue directions or intervene on grounds of
public interest.

the evidence before it with an open mind.
