The Lord Privy Seal wrote to the Secretary of State for Trade about this on 7 April; and we have seen Mr Nott's reply.
2. I understand that Mr Nott has received letters from the Hong Kong General Chamber of Commerce and the Chairman of the Trade Development Council about the Authority's decision. also find it helpful to have two additional papers.
You may I enclose
a copy of a letter to the Governor of Hong Kong from the Chairman of the Hongkong and Shanghai Bank and the text of a speech made by the Senior Unofficial Member of the Legislative Council, Mr Oswald Cheung, on 27 March. As might be expected, both, from different angles, express serious disquiet about the decision.
