I spoke to Mr March about this on 18 April. He will provide CRE4 with an assessment of the commercial effects of the refusal of rights to CPA. He sees this as mainly in the area of major deals and projects, in particular generating equipment and buses. He exepots the main problem to come-from a number of senior business- men who are also Unofficials, eg T S Lo and S Y Chung.

Mr March said that when he discussed this in the DOT on 17 April he had been concerned at the initial view expressed by Mr Gavin Dick. Mr Dick was essentially a civil aviation man and seemed inclined to play down the likely commercial effects. We will need to watch this carefully. Please keep in touch with CRE4 on how their advice to Mr Nott is developing. We need to consider whether Mr Murray should speak to Mr Dick. him this week on general trade organisation matters.
