LONDON - HONG KONG AIR SERVICES

The Chairman of the Hong Kong Civic Association has sent

a telex to Mr Blaker asking him to make the strongest possible

representations on behalf of Cathay Pacific Airlines in their

appeal against the decision by the Civil Aviation Authority

not to grant them a licence for the London-Hong Kong route.

2. I submit a draft telegram to Hong Kong. Hong Kong and

General Department agree.

3. The Minister is aware of the background of this case. The

Lord Privy Seal has written to Mr Nott expressing concern about

the implications of the CAA decision for our relations with Hong

Kong. Mr Nott has promised to take his views into account. As

CPA's appeal is being considered by Mr Nott, it is not however

appropriate for Ministers to make any public comment on the merits

of CPA's case.

The Department of Trade have had a copy of the telex from

the Hong Kong Civic Association. This is very unlikely to be

the last petition of this kind since a number of similar bodies in

Hong Kong are gearing themselves up to make similar representa-

tions.
