Thank you very much for your letter of 14 April which I have forwarded to the officials dealing with this matter.
We are, of course, very much aware of the concern which this decision has caused in Hong Kong. I know that the Secretary of State for Trade will consider most carefully CPA's appeal and the supporting submissions by the Hong Kong Government. In the meantime, I know you will appreciate that it would not be right for me to comment on the matter.
