Economically, there are five reasons against C.A.A.'s decision.

1. Should Hong Kong based C.P.A. be licensed to operate HK/Lon route, their net sales would be expected to reach $450 million annually, which is of help to the Government revenue and social welfare funds.

2. Of the Hong Kong Immigrants living in the U.K., most are of the New Territories being estimasted a total of one hundred thousand. Averagely, there are 200 of them per day travelling by air between the U.K. and Hong Kong. A not small sum of money they spend for travelling. If it is through the ma- nagement of the airliners other than C.P.A., these liners will not spare a part of profits for the welfare of Hong Kong society. On the other hand, C.P.A. will, should they be granted a licence to operate HK/Lon route.

3. C.P.A. will operate Rolls-Royce powered 747 size and indeed, they will by the end of this year have purchased over £70 million of U.K. equipment. Moreover, their commitments call for purchasing other equipment for another £10 million.

4. According to the 1980-81 Budget, a amount of $549 million is provided for double-line of rails and electrification of the Kowloon-Canton Railway. For the completion of these projects it will amount to $2,000 million, of which a large part will be spent on purchasing equipment from the Great Britain.

5. According to the contracts for construction work and supply of equipment awarded by the Mass Transit Railway to the U.K. in 1978, an estimate of about $1,300 million will go to the U.K.'s profits excluding those out of Tsuen Wan Branch Line to be constructed.

111 It is only on an equal basis that reciprocity can be established politically as well as economically. British responsibility for Hong Kong is not only to protect its political status but also care of its economic interest. Failing these the British Government has no reason at all to utilize the rela- tion with Hong Kong to boycott Scandinavia Airliners. On the other hand, Hong Kong is not necessary to buy equipment of the MTR only from the U.K. because the former's political status has been insulted, and its economic interest thwarted, by the latter's discriminating way.

Furthermore, the planning new airport at Chap Lap Kokof North Lan- tau estimates a heavy financial outlay of 5,000 to 8,000 million dollars. The extension and maintenance work of Hong Kong International Airport at Kai Tak estimates $297 million, including multi-storey car park, new airport fire station, air cargo handling complex, passengers' entrances, new restaurant and
