At the request of the Honourable Alex S.C. Wu, O.B.E., an Extraordinary Heeting of the Aviation Advisory Board was held on Friday, 2nd May 1980. Mr. Wu had requested that the meeting be convened to discuss the rejection of Cathay Pacific's application to fly between Hong Kong and London by United Kingdom Civil Aviation Authority, and additionally to examine the course of action pursued by Government so that the Aviation Advisory Board could advise thereon in accordance with its terms of reference.

I now submit for your information the minutes of that meeting.

The views of the Board are in substance:

(i) that the Board supports the course of action being pursued by Government with regard to the application by CPA to serve the London-Hong Kong route;

(ii) that Government's submission under Section 4(3) of the Civil Aviation Act 1971 to the Secretary of State for Trade should include a statement noting the value of the existing and planned airport in Hong Kong to British aviation;

(iii) that there was a need to consider whether Hong Kong should be

allowed a substantial degree of independence in the negotiation of air traffic rights and the control of air services, and that this matter be further considered by the Board at a later date;

(iv) that the existing Air Transport (Licensing of Air Services) Regulations should be reviewed and revised; new Regulations should include a procedural mechanism for appeal against decisions and procedures to allow the Governor the power of giving direction;

(v) that a review should be carried out as to the need for a continued exemption of British Airways from the requirements of the Hong Kong Air Transport (Licensing of Air Services) Regulations.
