General Post Office Hong Kong,

H.E. Sir Murray MacLehose, GBE, KCMG, KCVO,

1st April 1980

The Governor,

Hong Kong.

Your Excellency,

The General Committee of the Exchange Banks'

Association is concerned at the decision by the British Civil Aviation Authority to reject an application by Cathay Pacific Airways for a licence to operate a second air service between Hong Kong and London.

It is the view of the General Committee that an important matter of principle is at issue, and if left unchallenged a precedent will be set for other international trade negotiations which will endanger Hong Kong's wider commercial interests.

The General Committee is pleased to note, therefore, that Government has expressed publicly its support for the appeal to be lodged by Cathay Pacific Airways with the Secretary of State for Tradę.

Government's attitude and response to the decision made by the British Civil Aviation Authority is fully supported by the Exchange Banks' Association whose membership embraces all licensed banks operating in Hong Kong.

Yours faithfully,

W.C. L. Brown
