STATEMENT BY THE FEDERATION OF HONG KONG INDUSTRIES

Hong Kong has had more than its share of problems in dealing with

its major trading partners. The notion that this "barren rock"

poses a trade threat to some of the most advanced and developed

nations in the world has been increasingly in the forefront in

recent years as we negotiate with our trading partners in the

shadow of growing protectionism. In spite of the prodigious

efforts of the Hong Kong Government over the years in seeking fair not special, treatment from these partners the resultant

trend has not been encouraging.

The Federation wishes to voice its grave concern that the value

of trade principles is being compromised as evidenced by the

progressive tightening of restrictions upon our trading capabilities. We believe that the integrity and morality of trade understandings

and agreements have also been eroded in recent years more frequently when some bilateral contracts, though signed, sealed and delivered, have not been allowed to run their course but, at the insistence

of our counterparts had to be rewritten, usually at our further

disadvantage. The prior negotiation of these contracts, due to

the status of Hong Kong required, as it still does, the support and assistance of the Government of the United Kingdom.

The international trading interests of Hong Kong has relied much on the maternal goodwill of the United Kingdom and it was most heartening for the Federation to witness the assurances of the British Secretary of State for Trade, Mr. John Nott, on trade reciprocity and principles at the beginning of this year.

The Federation, as no doubt the Hong Kong community was, further

encouraged by Mr. Nott's views on two-way trade with special
