The Consultants worked closely with technical advisory groups representing CAD expertise and with experts from other branches and agencies of the Hong Kong Government. Several working sessions were held at intervals during the Consultancy with the various techni- cal advisory groups, culminating in the pilot scheme for the replacement airport summarized in later sections of this report. Five detailed reports were developed by the Consultants:

Volume 1: Forecasts (forecasts of the demand for air services and ground transport) Volume 2: Operations and Capacity (analysis of air operations and potential constraints)

Volume 3: Civil Engineering (preliminary civil engineering recommendations and development programme)

Volume 4: Environment (assessment of the probable environmental impact of the replace- ment airport)

Volume 5: Airport Facilities (facilities and trans- port considerations)

A Final Report was developed that combined the salient findings of each of the five detailed reports; it is abstracted in the following pages.

AIR SERVICES DEMAND

The Consultants were requested to develop air services forecasts for Hong Kong on the basis of experience at other international air markets and the Consultants' expert judgment - tempered by the local experience at Hong Kong drawn from the expertise available within the CAD. One principal result of the forecasts is an estimate of the new nonstop route sectors (Figure 2) expected to be available to and from Hong Kong at the 1995 planning horizon vis-a-vis the nonstop route sectors now available. This figure clearly shows Hong Kong's position at the hub of one of the world's fastest developing air transport regions. The Asian and Pacific region has consistently demonstrated growth rates higher than Europe and North America - and even higher than the world as a whole. Within that region of rapid growth, Hong Kong has continued to demonstrate one of the highest average annual growth rates.
