The installation of noise-monitoring equipment at the airport might go some way towards showing that the Government was trying to do as much as possible to cope with the problem. But the possibility of demands for severe restrictions on operations at the airport cannot be ruled out.

The developments at Kai Tak mentioned above will all require planning and will all be costly. As their required operational dates are very close, work on all of them will need to be expedited.

But, if Kai Tak is to be abandoned in 1990, recovery of their capital cost will be difficult and it is therefore recommended by the Director of Civil Aviation that most of them be planned as temporary facilities,

or as facilities which could subsequently be transferred to Chek Lap Kok during the remainder of their working

life, in so far as this may be possible.
