not yet started and it is still not known whether it will be possible to provide the required additional capacity within the confined area of Kai Tak. So it is possible that passenger terminal facilities may become a constraining factor on the use of the airport before the runway itself does.

(c) Access to the airport

In the early 1980's congestion is expected on the slip road linking Kowloon City to Olympic Avenue. If the Eastern Flyover over Prince Edward Road to the Airport Terminal Building (PWP item No. 17A Category a) is constructed, this flyover and the Sung Wong Toi/Olympic Avenue junction are expected to be saturated with traffic by 1985. This congestion would be aggravated if the Eastern Flyover were not built.

(a) Various services.

It is not expected that the supply of electrical power would be a constraint. However, there will be a need to expand the existing "no-break power" facility which is provided on-airport to maintain power supplies to essential airport systems should there be a break in the city mains. It is expected that improvements will be needed to the airport sewer system in the early 1980's.

(e) Cargo, long-term parking and maintenance areas

To match a proposed extension to the cargo handling terminal, an extension to the cargo aircraft parking apron is already needed to handle the forecast freight throughput until 1985. The ex-RAF area should be able to provide space for this extension as well as for the expansion of the long-term parking apron and the aircraft maintenance area.

(f) Environment

By 1985 there is expected to be one flight over Kowloon every two to three minutes for one or two hours every afternoon, with other flights at slightly greater intervals over the preceding and succeeding period. At that time about 540,000 people will be exposed to noise levels completely incompatible with areas for residence, schools and hospitals. By 1990 the period of flights every two to three minutes will extend to about five or six hours daily and the number of people affected is likely to be about 720,000.
