Necessary development work at Kai Tak until a replacement airport is constructed

Paragraph 24 of Memorandum XCC(80)70 above states that "when the overall facilities at Kai Tak have been developed to match the limit of capacity for the runway (which is expected to be reached in 1985) it will be impracticable to take further measures at Kai Tak to improve that airport's total capacity. And, in any event, safety and environmental considera- tions would by that time rule out any further expansion of capacity, even if that were possible to achieve physically”. The limiting rate at which aircraft can be accepted for landing at and departing from the runway is lower at Kai Tak than elsewhere owing to the non-standard approach from the west. The currently assessed rate of 30 movements per hour is conditional upon not more than 18 of these being arrivals, and for a sustained busy period of three hours the capability is only 75 movements in all. On the basis of the Consultants' updated demand forecast the runway capability limit will be reached in 1985, and at this time the runway passenger handling capacity will be about 12 million passengers. In order to match this runway capacity, it will be necessary to carry out the following development works at the airport :

(a) The passenger terminal building aircraft

Although estimates of the proportion of aircraft which will be able to make full use of the parking bays suitable for Boeing 747 aircraft in 1985 indicate that in theory the total apron parking capacity of 32 bays will be adequate up to 1985, several significant factors militate against relying on this indication. Space exists for the construction of 3 further bays, and it is proposed that they should be constructed in the early 1980's.

(b) The passenger terminal building

When the current stage of development of the terminal building is complete at the end of 1981 its design capacity will be between 8 and 9 million passengers a year. This level of demand is expected to be reached in 1983, so further urgent development will be needed to cope with demand after 1983 and until demand reaches 12 million in 1985.
