$25 million, assuming that the work is performed in Hong Kong by overseas consultants, and continues for one to one and a half years, starting early in 1981.
c) Full cash flow analysis of income and expenditure
relevant to the replacement airport
The objective will be to refine the cost estimates prepared by the Consultants-in the light of (i) the finalisation of the detailed plan of the airport, (ii) the definition of the civil engineering reclamation scheme and (iii) the preparation of the preliminary construction specifications,-on a year by year basis, and to expand them to include operating costs. Thereafter to determine what the revenue would be on the basis of the traffic forecasts. The end product would be a report (or reports) evaluating financial feasibility and various funding methods for the replacement airport and providing the basis for an information memorandum for use by the Government and (or) its financial advisers in arranging loan facilities.
