Further information is required before the reclamation method of the replacement airport site can be finalised. This will involve bathymetric measurement of the sea bed contours, further borings to determine the composition of the land strata (geotechnical investigation) and most important of all a "test fill" (300 m long by 100 m wide at the top) i.e. a large reclaimed embankment, built using the proposed reclamation method, to confirm the methods suitability and from which, as part of the study, detailed design of Phase I reclamation will be carried out and final costs for the reclamation estimated.

(b) Airport master planning study

Although the Consultants' study has confirmed that an international airport can be constructed and operated at Chek Lap Kok and an initial layout of airport facilities has been proposed, considerable further study is needed to optimize this layout and confirm aircraft opera- tional procedures. The study would include runway optimization, facility siting optimization, terminal configuration and design criteria for tenant facilities and airport operator facilities.
